Sanità : problemi di governance e di comunicazione

Il dibattito tra le Regioni e il Ministro della Salute si concentra sulla quantità di risorse disponibili e ovviamente le posizioni sono molto lontane.  Si dimentica che il nodo della questione non è questo, bensì il modo con cui le risorse vengono investite , ovvero la modalità con la quale si governa la spesa.
Inoltre si dimentica ancora che la modalità con cui si governa la spesa passa attraverso la perfetta conoscenza delle capacità e dei difetti del nostro Sistema Sanitario e attraverso la convisione con la popolazione delle finalità e dei limiti del sistema stesso. In definitiva la questione vera è quanto siamo capaci di identificare una politica sanitaria e quanto siamo capaci di stabilire con la gente un "patto" che renda chiaro ciò che si può pretendere dal SSN e in che misura  vi debbano partecipare i cittadini. La Sanità ha quindi problemi di governance e di comunicazione.

The debate between the regions and the Minister of health focuses on the amount of available resources and, of course, the positions are very far. You forget that the issue is not this, but the way in which resources are invested, i.e. the manner in which governs spending.

Also you forget the way you govern spending goes through the perfect knowledge of the capabilities and shortcomings of our health care system and through the condivision with the population of the aims and limitations of the system itself. Ultimately the real issue is how we are able to identify health policy and that we are able to establish with people a pact that makes clear what you can expect from the NHS and to what extent we should participate. Therefore health system have problems of governance and communication.
