Valutazione d'acquisto delle tecnologie sanitarie: la Commissione HTA

 La Health Technology Assessment è ancora in fase di rodaggio in Italia. Sebbene esista anche la corrispondente Società Italiana, il radicamento di queste metodologie stenta a partire e in questo concordo con quanto espresso nell'articolo di Quotidiano Sanità. Personalmente sono il Coordinatore della Commissione HTA dell'Area Vasta Sud Est in Toscana e devo sottolineare come uno dei motivi di ritardo è dato dalla scarsa volontà che spesso le Direzioni Generali mettono nel supportare questi meccanismi e talvolta anche dal sospetto che l'espressione esplicita di un parere tecnico possa vincolare la decisione politica. Ciò è del tutto sbagliato perchè la Commissione non ha poteri decisionali, ma soltanto consultivi e pertanto l'unico rischio è semmai quello di fare un bel lavoro che poi rimane nel cassetto. Questo è anche il suo limite interno, perchè nel dubbio di fare un lavoro utile anche i componenti stentano ad impegnarsi.
Ma l'Italia è il paese delle contraddizioni : arriverà il momento in cui il genio italico dovrà adattarsi alla logica aglosassone delle evidenze.

The Health Technology Assessment is still running in Italy. Although there is also the corresponding Italian society, the roots of these methodologies is having trouble starting and in this I agree with what has been expressed in Quotidiano Sanità article. I am the Coordinator of HTA in the Area Vasta South East in Tuscany and I must stress that one of the reasons of delay is given by unwillingness that often bring Health Managers in support of these mechanisms and sometimes even suspected that the explicit expression of a technical opinion may constrain the policy decision. This is entirely wrong because the Commission has no decision-making powers, but advisory only, and therefore the only risk is if anything to do a nice job that then remains in the drawer. This is also its internal limit, because if in doubt to do useful work even the components have to engage.

But Italy is the land of contradictions: the moment when the Italian Genius will have to adapt to the logic of english and american evidence.
